Owner account recovery

For the Owner only, and only when the password and the authenticator are both lost. Use one of the recovery keys issued from the server, together with the Owner email address.

One of the keys printed when they were issued. Each works once.

This does not sign anyone in. A link is sent to the mobile number on the Owner account, and the key is used up whether or not it arrives.
